COMMUNITY
Introduction

Policy:
  1. It is the policy of the Society that all services provided to the community by the Society shall endeavour to ensure that such services reflect the principles defined in Section 1 of the Child and Family Services Act.

    Paramount Purpose (Child & Family Services Act, Section 1):

    The paramount purpose of this Act is to promote the best interests, protection and well being of children.

    Other Purposes:

    The additional purposes of this Act, so long as they are consistent with the best interests, protection and well being of children are:

    1. To recognize that while parents often need help in caring for their children, that help should give support to the autonomy and integrity of the family unit and, wherever possible, be provided on the basis of mutual consent.
    2. To recognize that the least restrictive or disruptive course of action that is available and is appropriate in helping a child or family should be followed.
    3. To recognize that children’s’ services should be provided in a manner that respects children’s needs for continuity of care and for stable family relationships, and takes into account physical and mental developmental differences among children.
    4. To recognize that whenever possible, services to children and their families should be provided in a manner that respects cultural, religious, and regional differences.
    5. To recognize that services to Indian and Native people should be provided in a manner that recognizes their culture, heritage, traditions and the concept of extended family.
    6. To ensure, where appropriate, that children and their parents have an opportunity to be heard and represented when decisions affecting their interests are made and to be heard whenever they have concerns about the services they are receiving.
    7. To ensure that decisions affecting the interests and rights of children and their parents are made according to clear, consistent criteria and are subject to procedural safeguards.
  2. It is also the policy of the Society that all volunteer services provided by the Society shall endeavour to ensure that such services reflect the principles defined in the Society’s mission statement. The mission statement of the Huron-Perth Children’s Aid Society is “To advocate for and protect children’s rights; to support and strengthen families; and to be leaders for change in our community”.

Community Information and Education

Policy:
  1. It is the policy of the Society that:
    1. its role;
    2. its functions; and
    3. its resources for children and families
    shall be communicated to:
    1. other agencies;
    2. to community organizations;
    3. to educational institutions; and
    4. to governmental bodies, as deemed appropriate.
  2. The Society shall establish procedures to ensure that the Agency plans and conducts an ongoing program of information and education which:
    1. demonstrates responsiveness to community requests;
    2. initiates contact in approaching targeted groups; and
    3. covers the Society’s mandate, services, issues and needs.

Procedure:
  1. The Society in preparing its annual “Service/Action Plan” will review its community information and education plan.
  2. In preparing its community and education plan, the Society will consider:
    1. the community requests for information made the previous year;
    2. any service trends identified in the previous year that may require a pro-active information or education program by the Society; and
    3. any target groups identified in the previous year who would benefit from an information or education program by the Society.
  3. The Society’s information and education program should address:
    1. the Society’s role, functions, and its services for children and families;
    2. areas in which the general public may contribute, such as :
      1. volunteer program;
      2. resource parenting, kinship, adoption;
      3. becoming a general member of the Society, and perhaps serving on the Society’s Board of Directors; and
      4. providing donations.
  4. The Society’s main target groups for its information and education programs are:
    1. other agencies;
    2. community organizations;
    3. educational institutions; and
    4. government bodies.
  5. The Society will provide to its representative:
    1. training and coaching in presentation skills; and
    2. materials to assist in effective communication, such as pamphlets, overhead transparencies, audio/visual aids, etc..
  6. The Society will ensure that, where appropriate, each job description contain references to responsibility and accountability for:
    1. planning and co-ordinating as well as evaluating the Society’s community information and education programs; and
    2. implementing the program.
  7. The Society will ensure that the public areas of the Society’s premises are supplied with up to date brochures relevant to the Society’s mandate.

Policy:
  1. It is the policy of the Society that all its services and all its facilities shall be accessible to its community, in full accord with all applicable legal and regulatory requirements.
  2. The Society shall enact procedures to ensure that:
    1. services to children and families are available in both French and English as required by applicable law;
    2. the Society develops a long term plan to address the service needs of large ethno-specific communities within its catchments area;
    3. services provided are sensitive to the unique needs of minority groups who require child welfare services;
    4. services provided are offered without discrimination by reason of race, colour, religion, nationality, sex, age, or disability, sexual orientation except where otherwise defined in legislation;
    5. the Society locates its offices and service facilities in such a way that they are easily accessible to clients and other potential users by private and/or public transportation;
    6. the Society’s offices are free of architectural barriers that restrict access to the agency by the aged, families with young children, and handicapped persons; or that the Society makes provision for the use of accessible facilities.

Policy:
  1. It is the policy of the Society that all workers shall work in a cooperative and coordinated manner with other community agencies; other community groups; and other community organizations.
  2. It is also the policy of the Society that the Society shall maintain relationships with:
    1. local;
    2. provincial; and
    3. national organizations who share concerns for the wellbeing of children and families.
  3. The Society shall enact procedures to ensure that:
    1. an up-to-date directory of community organizations and professionals who offer services needed by clients is available to all workers;
    2. the Society has written procedures, plans, agreements, and protocols which reflect its commitment to work cooperatively with community agencies and organizations to promote coordinated service delivery;
    3. the Society maintains its relationships with local, provincial or national organizations involved in research and advocacy related to the general wellbeing of children and families; and to child welfare in particular.

Procedure:
  1. The Society in preparing its annual “Service/Action Plan” will review the directory of community organizations and professionals who offer services needed by client families to ensure that:
    1. up to date and up dated information is forwarded to persons responsible for maintaining the directory of community organizations; and
    2. it is available for reference to all staff who:
      1. are providing services to client families; and
      2. are referring callers to more appropriate services.
  2. A worker or other Society staff will take notice when:
    1. a service has opened to provide services to children or families;
    2. a professional has located in the area and is providing services to children or families;
    3. a service has terminated;
    4. a professional has relocated out of the area.
  3. The worker or other Society staff will ensure that:
    1. the information is shared with all other agency personnel and
    2. the information is forwarded to the Community Development Manager.
  4. The Resource Manager will forward the changes to the Assistant to the Executive Director who in turn will forward the changes to the persons responsible for maintaining the community directory.

Collaborative Service Delivery and Protocols

Procedure:
  1. Workers, in the provision of services, will, whenever possible and appropriate and subject to the policies and procedures on confidentiality (5.1 - 002):
    1. provide services to a child and family in a co-ordinated manner with other agencies and community programs providing services to the child and family;
    2. consult with other agencies and community programs providing services to the child and family while completing an assessment of the child and family and in preparing casework plans.
  2. Workers will inform their respective managers when difficulties are experienced while working with other service delivery agencies in order to determine if the difficulties experienced are:
    1. due to personalities of the workers involved; or
    2. systemic.
  3. The managers will provide assistance to workers experiencing difficulties working with another service delivery agency; and if the difficulties are systemic, determine the best means to deal with the issues.
  4. The Society in preparing its annual “Service/Action Plan” will identify its key collaterals and review the effectiveness of its formal and informal protocols/agreements and determine:
    1. if the protocols need to be renegotiated; or
    2. if an informal protocol needs to be formalized.
  5. The Society will ensure that staff are aware of:
    1. all formal and informal protocols; and
    2. the Society’s plans to support and encourage, wherever possible, co-ordinated service delivery; and
    3. the Society’s preferences to provide services through partnerships with community agencies.

Liaison with Local, Provincial and National Organizations

Procedure:
  1. The Society will encourage all workers to be aware of the current research, services and advocacy related to the general wellbeing of children, families, and to child welfare in particular by:
    1. subscribing, when feasible, to child welfare related newsletters, journals, and other publications;
    2. contributing, when applicable, to local, provincial and national surveys;
    3. encouraging Society staff, resource parents, and board members to participate in local, provincial and national committees; task forces/working groups; consultations; and conferences on child welfare related issues.
  2. Provide notification to agency staff about available publications, requests for participants for local, provincial and national task forces and research committees, as well as results of agency participation in consultation committees, will occur:
    1. at staff meetings;
    2. the foster parent newsletter;
    3. the Board of Directors; or
    4. by regular or e-mail.

COMMUNITY
Advocacy and Community Development

Policy:
  1. It is the policy of the Society to advocate for systemic change to improve those adverse conditions most frequently encountered by its clients; and to collaborate with clients, funders, community groups, and other service providers to develop services which increase the community’s capacity to meet the needs of children and families.
  1. The Society shall enact procedures to ensure that:
    1. the Society identifies and prioritizes advocacy issues;
    2. develops informed positions;
    3. communicates its positions accordingly to advocacy plans in concert with local, provincial, and national groups and organizations;
    4. the Society’s personnel are informed of the Society’s advocacy activities;
    5. the Society solicits the involvement of its personnel in its advocacy activities;
    6. the Society gives leadership to and participates actively in the development of new community services and/or self help, mutual organisations which address prioritized needs;
    7. the Society assigns responsibility and accountability for implementing and managing its advocacy and community development initiatives.

Identification and Prioritization of Advocacy Issues

Procedure:
  1. The Society in preparing its annual “Service/Action Plan” will review service trends, as well as information provided by clients, staff, foster parents, members of the Board of Directors, as well as the community in order to identify issues that are most frequently encountered by its clients; identify required systemic changes to improve service delivery; identify gaps in services; and identify service needs which would increase the community’s capacity to meet the needs of children and families.
  2. The Society in preparing its annual “Service/Action Plan”, will prioritize these issues and may:
    1. develop informed positions and communicate these in concert with local, provincial and national groups and organizations;
    2. develop an action plan to advocate for system changes, and will communicate the Society’s position, appropriate as:
      1. to its own personnel;
      2. to government and politicians;
      3. to provincial and national organizations;
      4. to collateral service providers; and
      5. to other child welfare organizations.
  3. The Society will also insure that:
    1. its personnel are informed of, and
    2. will solicit their involvement in its advocacy activities.
  4. The Society will use a planned approach to communicating its advocacy positions, making effective use of media, correspondence, consultation, and meeting.
  5. The Society will document its advocacy activities in:
    1. the Service/Action Plan;
    2. the board minutes;
    3. the staff meeting minutes;
    4. correspondence;
    5. news clippings, etc.

Society Leadership

Procedure:
  1. The Society in preparing its annual “Service/Action Plan” will review its information sources to:
    1. determine patterns of recurrent needs and problems;
    2. priorize client needs;
    3. determine whether the Society should provide leadership or participate actively in the development of:
      1. new community services;
      2. self help;
      3. mutual aid organizations; which address priorized needs
  2. The Society’s leadership to/participation in community development/self help activities and projects will be recorded in:
    1. project updates;
    2. meeting minutes; and/or
    3. progress reports.

Responsibility and Accountability

Procedure:
  1. The Society in designing job descriptions will ensure that, where applicable:
    1. descriptions include:
      1. a responsibility to ensure that opportunities to make presentations to public groups are responded to;
      2. a responsibility to ensure participation in local community development initiatives;
      3. a responsibility to be pro-active about the identification of community training needs aroundthe role and mandate of a child welfare agency as well as around emergent issues;
      4. a responsibility for implementing and managing the Society’s advocacy and community development initiative which may be assigned to them from time to time.
    2. staff, board members, resource parents and any volunteers who may be in a position to communicate information about the Society’s mandate, philosophy and services do so with a consistent set of promotional materials available to assist them
  2. The Society will ensure that staff evaluations include accountability for the implementation and managing of the Society’s advocacy and community development initiatives which have been assigned or delegated to them.
