TAKE NOTICE that Chris Carter and Robert T. McQuaid published a Newsletter, entitled WRFU Newsletter Volume 1.1 dated Wednesday, April 8, 2009, a Newsletter entitled WRFU Newsletter 1.2 dated Wednesday May 6, 2009 and a Newsletter, entitled WRFU Newsletter 1.3 Wednesday June 10, 2009.

THE FOLLOWING portion of the WRFU Newsletter 1.1 dated Wednesday April 8,2009 contains false and defamatory statements which constitute libel:

"IMPORTANT NOTE: if your child(ren) were removed from your care and your family was attacked, brutalized and broken up-destroyed by CAS RMW child apprehensionists Paulette Kane (this worker also utilizes the name Paulette Kane Abbott), Robin Bouck and/or Angela Perkins, there is a possibility your children were removed from your home illegally. Previously, these three workers (and possibly other CAS RMW child(ren) apprehensionists) have illegally removed children from homes. They've done so consciously and deliberately. WRFU specifically wishes to hear from families whose children were taken by these three aforementioned child(ren) apprehensionists."

THE FOLLOWING portion of the WRFU Newsletter 1.2 dated Wednesday May 6, 2009 contains false and defamatory statements which constitute libel:

"WARNING!

According to families who've had contact with him, one of the most offensively manipulative, sadistic and perverted, child and power abusive and family destructive CAS RMW workers is a junior supervisor out of the Cambridge Ontario Office named Bill Shin.

The WRFU encourages children and families who are being brutalized or harmed by Shin in any way or any of his subordinates to contact the WRFU in person at the Cambridge Courthouse or at the following email address: helpingfamilieswr@yahoo.ca.

One of Shin's favourite and most repulsive dirty tactics has been to utilize the Supervised Access Visit (SAVs) process to manipulate, demoralize, torture and anger children and families. These SAVs between the children and their families can be imposed without any reason or justification, unrelentingly for prolonged (one year and more) periods of time.

Families report that even though the SAVs they participate in unfailingly demonstrate (among other positives) the loving and caring nature and health and happiness of their family relationship(s), the CAS RMW and Shin specifically and especially, continue to impose this unnatural form of contact-relationship-lifestyle, never allowing the families to re-normalize their relationship(s) and lives.

It has to be understood that the imposition of those SAVs by the CAS RMW via CAS RMW pursued Court order is a severe and perverted form of "adding insult to injury" as those SAVs have often been illegally effected against loving, healthy, happy, successful, moral and legal children and families via the fraudulent Child Protection Applications-Motions-Affidavits-Plans of Care registered by the child abusive and family destructive CAS RMW child(ren) apprehensionists such as Paulette Kane (children and families beware: this worker also utilizes the name Paulette Kane Abbott) Robin Bouck, Angela Perkins, Anne Newton, Erin Schreiter, etc...

As evidenced by his continually smiling and laughing at the children and families and the emotional pain-abject powerlessness they succumb to and the tears they so sadly and bitterly shed behind the closed doors of the CAS RMW's offices, Shin appears to take great pleasure out of abusing the power invested in the CASs by (among other elements) the child protection system, the Ministry of Children and Youth Services (MCYSs), the Child and Family Services Act (CFSA) and the Ontario Court of Justice (OCJ).

The community needs to understand the basic and fundamental brutally unjust nature of the SAVas imposed and utilized by Shin and the CAS RMW: there is no forensic and/or any other type of criteria which, if met by the family, allows the family to move to normal (unsupervised) access. The families are at the mercy of a very sadistic and perverted Shin and the criminal CAS RMW in this regard.

Shin is an expert at utilizing the following (among other) dirty tactics. This listing is not exhaustive and will be added to in upcoming issues of the WRFU Newsletter:
1. tracking the SAV schedules of the children and families he has targeted arid then, on those days, positioning himself in the hallways of the Cambridge office of the CAS RMW in locations which allow him to encounter the targeted children and families so that he may smile and laugh at, mock and ridicule the children and families who've just completed a SAV or attended that office for other possible reasons. It has to be understood that these children and families often feel intense and severe disgust and hatred for the abuser-pervert Shin and so, to be laughed at and ridiculed by him is an extreme provocation to them. Shin will make an effort to establish eye contact with these families (children/parents/grandparents/etc...) and, upon having done so, smile and laugh at them in what can only be described as a perverted and sadistic manner; it has to understood that the children and families will often be in an extremely emotional state upon the completion of the SAV; the children will often be crying, begging to go home with the parents and pleading with the parents for an explanation re: why it can't happen; it is at these moments when Shins enthusiastically engages in the aforementioned filthy and dirty tactic.

2. maliciously prosecuting children and families by rotating various and numerous CAS RMW workers into involvement with those children and families he has targeted for abuse, brutalization, rape and destruction with the filthy, disgusting and power abusive ultimate objective of enabling those CAS RMW workers, who've been rated in, the 'legal' opportunity to register yet another affidavit into the Court proceedings (all at great expense to the tax payers of the Region of Waterloo and Ontario), which will demonize the targeted family in the words of another CAS RMW worker. It has to be noted that Shin engages in this particular dirty tactic despite the CAS RMW, in it's 2006/7 Annual Report (which the CAS RMW hasn't published online and is attempting to restrict the distribution of) officially taking the position that it would be conducting itself as follows (the following are just three statements of the 'new and improved' CAS RMW policy positions taken verbatim from the CAS RMW 2006/7 Annual Report paid for by the taxpayers of the Regiona of Waterloo and Ontario which, along with the 2007/8 Annual Report, may only be obtained if the CAS RMW chooses to issue one to whomever may request it via contacting the CAS RMW worker identified on the CAS RMW's News and Events page on the facswaterloo.org website):..."

"Ringrose has been primarily responsible for establishing the most litigious (=aggressively fraudulent, arrogantly, elitist, child abusive and family destructive) CAS in the Central-West Region and maybe even all of Ontario (the MCYSs subgroups the 52 or so CASs throughout Ontario into "Regions"., .the CAS RMW is in the Central-West Region with the CASs of Wellington, Dufferin, Halton and Peel). It is anticipated that Ringrose will soon be moving back to his country England to escape any civil and/or criminal prosecution which might be forthcoming as the skeletons of his 22 year reign of terror come tumbling out of the CAS RMW closet.

In memory of the innocent and precious children and families he has destroyed, Ringrose's violent rape of our Community will never be forgotten nor forgiven and the WRFU vows to bring him to JUSTICE.

"The CAS RMW "experiences higher rates of litigation than any of the other five CASs of Central-West Region (sic)" because of among other perversions, offences and violations) the fraudulence, malicious prosecution and violent child abuse-family destruction their workers and 'legal' counsel perpetrate against our children, families and Communities have:
1. alienated our families from the CAS RMW specifically and the so-called child protection-welfare system in general and engendered in us a disgust, hatred and abject distrust of the CAS RMW and its sick and perverted workers (IMPORTANT NOTE: very occasionally the WRFU and its participants hear of and/or read of and/or experience first hand, CAS RMW workers who do their jobs ethically, honestly and competently and do not utilize the dirty tactics employed by so many CAS RMW workers...
(workers such as the child apprehensionists Paulette Kane [children and families beware: this work also utilizes the name Paulette Kane Abbott], Robin Bouck, Angela Perkins, Anne Newton, Erin Schreiter and/or other CAS RMW workers such as Lori Parks Fitzgerald, Phillip Awere-Gambrah, Bill Shin, Joan Allison [now retired], Allison Scott and the executive director Peter Ringrose [as the CAS RMW appears to have a high employee turn-over rate and due to its secretive nature it is impossible to ascertain if these aforementioned workers are currently in the employ of the CAS RMW but some of them were, during 2006-9, and did employ dirty tactics against individuals whose families they were 'professionally' involved with).

...to these workers, the WRFU applauds your determination and acknowledges the significance of your efforts to remain ethical while working in what appears to be one of the slickest and most perverted organizational cultures which has ever existed in the Region of Waterloo.
